I had exactly the same problem. I checked online and your computer well meets and exceeds the requirements to run La Noire.

Most likely in "Program Files x86" under local disk, from there go to the Steam folder, and click on steamapps, then click on common, ans it should list all the games you have purchased on steam. A scheduled task is added to Windows Task Scheduler in order to launch the program at various scheduled times the schedule varies depending on the version.
